Make Aid More Effective

The Forum on Aid Effectiveness in Accra, Ghana came to an end last week. Over 1,200 representatives of governments from aid receiving countries, donor institutions, parliaments and CSO's gathered for the three day conference. "At the root of all we do is the shared conviction that we must transform the way in which we deliver and use the scarce resources in our trust" (Donald Kaberaka, President of the African Development Bank).
After three days of discussions and negotiations, developing countries are committing to take control of their futures, donors are committing to co-ordinate better amongst themselves, and both developing countries and donors have pledged to account to eachother and their citizens. "But it will require concerted European action in order for Accra to have any meaningful outcome. Europe must go beyond the rhetorical ambitions and encourage the donor community to come up with concrete timetables and deliverables in a range of key areas including predictability, division of labour among donors and transparency" (Vagn Berthelsen, IBIS).
